This thread is intended to be a one-stop shop for members of Goonswarm Federation to know what is expected of them. It either replaces or augments the following policy threads:

GENERAL GUIDANCE
There are a few guiding principles that are at work throughout this thread. Follow the guiding principles and you won't run afoul of this policy.
Don't be a dick. Before you do something to your fellow GSF member, ask yourself, how would I feel if this were done to me? If the answer is "bad", then don't do it.
Just because you can, doesn't mean you should. Each specific section of this post will contain an intended outcome. This tells you what the policy is expected to achieve. Even if you aren't violating any specific guidance, you can run afoul of the intent. This isn't a courtroom, we aren't judges, and you aren't an attorney that can win via a technicality. Shit house rules-lawyering will not end well for you, don't do it.
Ignorance is no defense. You are responsible for reading and applying this thread. "I didn't know" isn't a defense. If you can't read english, then your corporation failed you, and you should find a better one.
Unless stated otherwise, these rules apply in all GSF space. If you find a rule that is contradictory somewhere else, please contact a member of the team below so it can be clarified.

BUT WHAT IS GOONFUCKING AND WHAT ISN'T GOONFUCKING?

Goonfucking does not apply to the following situations:
Disputes over ratting, mining, exploration, deployables involving an allied alliance. Talk to a diplo.

MARKET & ECONOMIC POLICIES
Outcome: Goods on Goonswarm Federation markets are advantageously priced and in quantities sufficient to provide an advantage to our members compared to that of our opponents. Our opponents do not profit from our economic might.
Specific Guidance:
Do not market to hostiles in our space or close to it. No selling of any product in Delve NPC stations.
Do not relist in 1DQ1-A or in any staging system. Note: "relisting" includes (but is not limited to) volume-purchasing of cheaper sells to get the item you are selling to sell faster. As a pure example, a thought experiment if you will, let's say you were selling 2,000 vigils at 400k. Someone else listed 200 vigils at 300k isk. Clearing the cheaper vigils so that only your vigils are available is still relisting. I don't give a flying fuck off the Grand Canyon if those 200 vigils are sitting in your hangar. You deprived 200 cheap vigils from someone who might use them. Don't do it. We call this the Null and Void clause and it's as easy as 1, 2, 3, 4, 5. And no, I don't care if you are listing a bunch of an item and do a multi-buy to like fit your battleship or something. It's very clear when someone is buying to fit their ship versus buying to clear competition.
Do not remove items from the 1DQ1-A market with the intent to resell them in another market (unless it's a GSF staging/deployment system). Note: you are free to do as you like with things you produced or people sold to your buy orders. The goal here is to prevent shitheads from ripping down things that others produced and are selling cheap on the Delve market and sending them en masse to Jita. This applies to other imperium/ally markets. If you want to stock their markets, get it from Jita, don't rip it from 1dq1 sells.
There are no rules on pricing margins. If you feel the price of goods are too high, import it yourself and undercut.
Penalties:
All of your characters and altcorps will be added to the Goonfucker ACL for at least 90 days. I'm not managing releases from the ACL individually. I'll do a release once a quarter for everyone who has done at least 90 days on the Goonfucker ACL. If the timing of your fuckup is such that you serve close to two quarters, fuck up less. The Goonfucker ACL carries the following penalties:
Charges 100mil for Corporation Offices (10mil is normal)
Charges 10mil for Clones (0 is normal)
Applies a 10% tax to all Industry activities (.25% is normal)
Applies a 11.5% tax to all Market activities (2% is normal)
Applies a 50% tax to all Reprocessing activities (5% is normal)
Charges 500isk per unit of liquid ozone on jump bridges (150 is normal)
If you don't want members of your corporation or alliance to end up on the goonfucker ACL, make sure your membership reads this policy. It's entirely a leadership issue to make sure your people read and follow this policy. The policy applies to both Goonswarm Federation and allied alliances of the Imperium, because, guess what, it's our market.
SHOOTING BLUES
Outcome: Members of Goonswarm Federation are not shooting each other.
Specific Guidance:
Shooting blues is not the answer. If you think it's the answer, think again, really long and hard.
FCs are authorized to order the shooting of blues. You don't have to be in the fleet to get shot. If an FC is found to be justified in blowing your dumbass up for interfering with their operation, you get nothing.
Members of this team are authorized to order the shooting of blues. We plan to judiciously exercise this right for egregious violators of the "don't be a dick" rule.
Penalties:
First penalty is 100mil or 200% the value of the ship destroyed. Whichever is higher.
If you are found to be shooting blues and just paying the penalty, you can find yourself paying a multi-billion isk fine or finding a new home. Don't be a repeat offender.
COMBAT ANOMALIES, EXPLORATION
Outcome: If you ain't first, you're last. Must be present to win.

The first individual on grid owns the site.
If the grid is left unattended for any reason, the next individual on grid owns the site.
Requiring people to join channels to "call" locations is forbidden. Don't harass people about krabbing.
Penalties:
Failure to maintain control of anomalies, escalations or sites results in their loss. No exception.
Stealing a location from someone that had control will result in a penalty of 200% the average value of the site payable to the director of shoot blues that had to deal with your stupidity.
MTUS AND OTHER DEPLOYABLES
Outcome: More salvage, more loot, less PI goods wasted on dead MTUs.
Specific Guidance:
***IT IS ALWAYS RECOMMENDED THAT YOU REACH OUT TO THE OWNER OF AN MTU IF YOU THINK THERE IS AN ISSUE. Communication solves most drama before it starts
1) Combat Anomalies (Havens, etc)
Do not drop an MTU in a site that is being actively run by someone else without their permission. If you do so, they can blow it up.
Once the site despawns (all the rats are dead, the anomaly is gone, and the person running the site has left grid), anyone can drop an MTU.
If the site is completed and abandoned (the pilot running the site has left), even if there are multiple MTU's on grid, you cannot blow any of them up.
If you abandon an active site, and leave an MTU in it, that MTU can be destroyed. Do not leave an MTU in an active site and expect it to live. An active site is defined as any site that still has NPCs present within it.
2) Static Sites (Asteroid Belts, Gate Grids)
Do not drop MTU's in belts, on gates, or public moons.
If your MTU scoops someone else's wreck or loot, you must return it if it was their ship, or they were on grid at the time and ask for it.
3) When can MTU's be killed by a blue?
It is recommended to communicate with the person who owns the MTU to remove it before shooting it. Tell them you will destroy it if it is not removed, and reference this rule.
When dropped on a asteroid belt (this includes mining anoms and ice belts)
When dropped on a public moon grid.
When dropped on a locust moon grid, and the locust FC has not OK'd it.
When dropped on a corp moon grid, and you do not have the permission of either the corporation, or the people mining it.
When dropped in a static mining anomaly or belts. This includes Ice belts.
When dropped on a gate.
When ordered by an FC in a strategic fleet, or by a member of GSOL actively looting something for the alliance.
When an MTU is dropped in a combat anomaly you are actively running, per the rules above.
4) Warp Disruption Bubbles. If the person/corp who dropped the bubble is not on grid to manage it, feel free to destroy it. Bubbling gates is only allowed while there is an active camp tending the bubbles.
Penalties:
Failure to follow this guidance will result in MTU go boom.
MINING
Outcome: Sharing is caring.

Moon mining is regulated by the alliance holding the system’s TCU. Do not mine moons without permission.
Belts are shared, as well as anomalies (this includes gas mining sites). You cannot claim an anomaly for yourself. This is especially true for ice belts. I cannot stress this enough - getting mad about someone else "touching your rock" is going to piss me off. It may piss me off enough that I order your entire mining operation destroyed. Bringing this level of toddler-level childish bullshit to my attention will not end well for you.
It is strongly advised that Rorqual mining only take place within range of an established home defense umbrella. The operators of home defense fleets may have special requirements for Rorqual fitting & save requirements: for those associated with the 1DQ/Delve umbrella, see the wiki.
Note: the mercoxit rule or any other "finish this ore first" rule is not currently in effect.
Penalties:
Slapfights over mining that are easily resolved by reading the above will result in a fine payable to the director of shoot blues that had to deal with your stupidity.
THE RESERVE BANK & ESS
Outcome: If you aren't on the finance team, don't touch either of them. Ever.
Specific Guidance:
Do not touch reserve banks belonging to other Imperium Alliances.
Do not open Delve/Period Basis/Querious reserve banks yourself .
Under no circumstances will you hack an ESS yourself.
Under no circumstances will you hack a main bank yourself. *You'd think this would be covered under the bullet above, but there are especially dumb fucking rocks in this alliance, apparently.
If you have Southwest Reserve Bank Keys, the finance team will purchase them at a fair price. Talk to Kazanir.
Penalties:
Let's just say the finance team will be able to retire some war bonds after they are done taking it out of your hide.
NPSI FLEET PARTICIPATION
Outcome: People participating in NPSI fleets cause a loss of trust between members of the coalition, the alliance, and individual pilots. This corrosion of trust must be avoided.
Specific Guidance:
NPSI (not purple shoot it) are typically pick-up fleets made up of random pilots and are led by neutrals/hostiles that go roaming for kills. These fleets will drop on any targets they can find. Coincidentally, they often end up in Delve. If you are in an NPSI fleet, even if you are on no blue kills yourself, you will be assumed to have been awoxing/blue scouting for the fleet. As a result, your corporation will be responsible for paying for all kills the fleet made in the region. This is likely to have negative consequences for your continued membership in that corporation. So don't do it.
Your neutral alts are not eligible to participate in NPSI fleets. If we tie a character back to you, especially if it's not on services, you are assumed to be a spy and will be dealt with accordingly.
Do not fly with Bomber's Bar
Penalties:
At best you are awoxing. At worst you are a spy. Neither one of these result in you continuing as a member of Goonswarm Federation. Don't do it.
CYNO VIGILS
Outcome: A friend's life is celebrated without whatever fucking brain worms you have fucking it up.
Specific Guidance:
When we lose someone that we considered a friend, it sucks. Cyno vigils are the main way that Eve Online players can commemorate the life of a player that has passed away. If you would like to hold a cyno vigil for someone that has passed, we suggest doing the following to ensure word gets out effectively and that as many people as possible attend and contribute:
Send a PM or otherwise reach out to an alliance director to let them know the situation and when you would like to hold the cyno vigil. In general there should not be any major issues with holding cyno vigils barring any major strategic obligations.
Once the details are sorted, post a thread in The War Room so people can see the date/time/etc.
Coordinate with a director to get the information pinged out when the vigil is starting.
Cyno Vigil Etiquette:
Because sometimes people need a reminder, here are a few things to keep in mind if you are putting on, or participating in, a cyno vigil.
Don't be a dick. Emotions can run high when someone has passed. Keep this in mind. Acting a fool at or around the topic of a cyno vigil can result in an unceremonious :commissar:. We are all human beings, please act like it.
If/when a cyno vigil involves pilots that may show as neutral or hostile, please let them participate if they are saying they would like to.
The reverse situation applies as well - if you are attending a cyno vigil in hostile space be respectful.
Do not ever use a cyno vigil as a cover to attack enemies.
This is not the time to bring up old drama/etc. that may have happened in the past.
Penalties:
Acting a fool at or around the topic of a cyno vigil can result in an unceremonious :commissar:. We are all human beings, please act like it.
PAP WHORING
Outcome: The alliance uses Participation metrics to ensure all corporations are active and functioning, to focus attention and assistance on corporations that need it, and to identify problems across corporations that need correcting at the alliance level. Intentionally obscuring these metrics or one's own activity in the alliance will not be tolerated.
General Guidance:
If you're a genuine newbee and can only fly newbee ships, that's perfectly fine and we even encourage newbees to do so. If you're a veteran player though, you should put all those skillpoints to good use if possible.
Specific Guidance: What is considered pap whoring?
Repeatedly...
Joining fleets with totally unsuitable ships (capsule)
Joining a fleet far away from the pinged location of the fleet without the possibility of flying with the fleet (joining a DO6H-fleet from 1DQ and then staying in 1DQ only to grab the pap)
Joining a fleet with a number of alts that you cannot feasibly multibox (5 Maledictions)
Joining a fleet but staying docked.
Joining a fleet just to grab a pap and then leaving again.
What is not considered pap whoring?
Multiboxing ships in a reasonable manner (sensor booster-drone boats in a gate camp or mining barges in a mining fleet)
Occasionally making a mistake
Needing to leave in the middle of a fleet due to RL aggro
Acquiring a high number of paps by intentionally using legit means (having 1000 legit paps is fine, having 100 fake paps is not)
It's at IA's discretion to make that distinction and also set a reasonable fine. Rest assured though that we'll only go after clear cases of pap whoring and not incriminate our pilots.
BOTTING, RMT, AND EULA VIOLATIONS
Outcome: There is no place for that here.
Specific Guidance:
Let's get one thing straight. Don't really care about being the CCP EULA police. However, what is not acceptable is putting other members of your corporation, alliance, or coalition at risk with your bullshit. So while the alliance is not interested in being CCP FBI in investigating our membership, when presented with clear evidence of you violating the rules, we will be forced to act.
Do not talk about anyone in the Imperium you may have reported to CCP. If CCP finds evidence of it, they will be dealt with. Otherwise we don't want the drama or the hassle involved until CCP renders a verdict. Keep that shit to yourself.
Botting is not allowed. No special effort is expended on the directorate's part to locate botters. Players do not have the tools to determine whether someone is a bot with any reliability, and the work required to investigate bots is prohibitive. However, when a bot proves itself a bot through other rule-breaking, a ban, blacklist, and report to CCP will follow.
Violations of the EULA are not allowed. This extends primarily to you talking about whatever dumb shit hack you are doing. Don't discuss it, don't encourage others to do it.
RMT is not allowed. Like botting, we do not expend any effort in searching for RMT, our tools for spotting it are even more limited than with bots. Unlike botting, RMT is viral. It doesn't just impact the guilty; it impacts everyone who interacts with the guilty. The use of loans or other mechanisms to launder money increases the risk to everyone exponentially. Those caught RMTing will be banned, blacklisted, and reported to CCP
If you have evidence of botting or rmt, gather as much evidence as possible. Video, audio logs, text logs, screenshots. If you don't have evidence and are just upset about someone who has been logged in since downtime, fuck off. This is not a venue for you to whine about someone who has more free time than you. I need proof, or I need your dick trap zipped. One or the other.
Penalties:
If we are presented with enough evidence, we will forward it to CCP. We will also pre-emptively ban and blacklist the individual when we do so. If CCP clears you, then you get back in. Otherwise, bye felicia.
If I'm not presented with enough evidence, and I'm generally subjected to a whine fest by someone upset that someone else is doing better than they are, you go on the special list of Whiny Fucks. Individuals on that list are generally given less attention, credibility, and overall care than anyone else that appears to be a normal and adjusted individual. Don't be the Boy who Cries Wolf. Gather evidence.
Capital/SuperCapital Ship PVE Policy
Outcome: Stop being a fucking idiot.
General guidance: Look, I'm gonna be straight with you. Rest of Eve comes here for their content. If you want to keep your capital or supercapital ship alive in Goonswarm Federation space, you need to be smart.
The first step is joining the beehive sig: Beehive - Making Honey to Catch More Flies
What is required of Beehive? Beehive has a pretty good record for rescuing any capital or supercapital within supercapital range of 1DQ1-A (https://bit.ly/3M1kkO0). Bottom Line: Do not conduct PVE in a capital ship outside the supercapital umbrella of 1DQ1-A. If you follow the rules in the thread above, you'll profit and keep your ship. Fail to follow the rules and be out a ship.
Specific guidance:
Supercarriers are not allowed to clear anomalies. It's a death sentence. You will be caught and it's never economical. Doing CRAB beacons while beehive is up is one thing, anomaly ratting at any time is an entirely different level of stupid. Don't do it. Use a myrmidon or ishtar. Hello, stupid!!!
Supercarriers can only do PVE when beehive is active. Look, do the math. You are putting a ship worth upwards of 50-60bil isk at risk for a site that's going to pay you a few hundred million. If you want that math to work out in your favor, you need to do everything you can to stack the odds in your favor. Only PVE when beehive is up. Be in comms. Have your recon ready and a checklist of what you will do when dropped.. Hello again, stupid!!!
Do not conduct any PVE in 1DQ1-A. There are enemy eyes in 1DQ1-A at all times. You are watched. You will die. No mining, anomalies, signatures, abyssals, or any other activity you can think of. Don't do it.
Rorqual 2023 Thread. Rorquals should only mine in these systems (Delve or Querious) and should be in the Delve911 jabber channel. Due to the extra time granted by the PANIC module, we may be able to mount a rescue even if you are outside the supercapital umbrella. However, being on comms (both jabber and mumble) are vital to getting a response organized in time. You can find additional guidance here: Locust SOP
These policies apply to any member of the Imperium ratting in Goonswarm Federation space.
Penalties:
If you don't follow the rules outlined above, and die... there's no fine. There's no isk penalty to compound your isk deficit (your dumbass is probably too poor to pay it at that point anyway). What's likely to happen, however, is that we make fun of you. Use your idiocy as an object lesson to everyone else about what not to do. Send a little ping all, use your lossmail to teach others, you know, really make you re-live your poor decisions.
If you were an idiot who loses a supercapital anom ratting, maybe you find that buying the next one in Super Smart is going to be very difficult for you because you've landed on a list of people too stupid to own a supercapital.
Incursions Policy
Outcome: Don't get in the way of the incursion squad.
General guidance: Join incursion squad! The alliance priority is to maintain the HQ fleet as much as possible. This maximizes the most income for the most number of pilots. The priority is keeping the HQ fleet up, but if you and some friends want to run VGs, you can do so. Be aware that you may be asked to join the HQ fleet if numbers get too low. This is why we want you to join incursion squad... so you know the leadership and know how the SIG operates. If you have a specific reason why you don't want to join the HQ fleet (ie the FC cannot shut the fuck up, specific individuals are disruptive, a lack of no chatter channels) tell Nemahs Aideron so she can make the organization better.
In all Imperium SOV, Incursion sites are nationalized and are to be run by the TCU holding alliance or the official Incursion Squad, which is open to all pilots (GSF + Allies) who meet the requirements.
If the Incursion Squad has no fleet up, you may run sites until such a time as the Incursion Squad starts forming, at which point you should strongly consider joining the HQ fleet and dramatically increase your income.
If you insist on being an do-it-yourselfer you can continue to run VGs within your social group, however, you can be asked to disband if it interferes with what the incursion squad is doing.
Headshots are occasionally called for due to logistical considerations. If a headshot is called for, the Coord group will assist the SIG in removing the incursion as quickly as possible.
At incursions the Incursion Squad is actively managing, The Kundalini Manifest is NOT to be run by anyone without Incursion Squad or Coord approval.
Loot obtained from The Kundalini Manifest will belong to the Incursion Squad, to be distributed via their loot policy, when obtained from an incursion that the SIG was actively managing.
Any spawn not actively being ran by the Incursion squad is free for all.
Penalties: If coord determines you have been ignoring, blowing off, or interfering with the incursion squad we will engage in the favorite pastime of the Imperium, shooting blues. Specifically, your blues. Don't ignore incursion squad. In fact, you should join it so you know who not to ignore!
Pochven Policy
Outcome: Don't mess up the isk fauce for the rest of us.
General guidance: Join Totality Squad! Pochven is a hostile region that is hard to navigate, joining Totality Squad provides you help in traversing this region.
Specific guidance:
Observatory Flashpoints are to be run through Totality Squad. All other anomalies are free for all
Do not shoot NPCs on the Wormholes in Senda
If you find a Dreadnought Systems Diagram, contract them to “Flashpoint Observer Inc.” [OB5RV] for Triglavian LP for the alliance
A General Note About Blues
Goonswarm Federation generally uses a two-tiered approach when it comes to the use of blue standings. Anyone with a "dark blue" tag can generally be assumed to be a member of the Imperium and are authorized to operate in GSF sov. By all means, look up their alliance name, compare it to the list of Imperium members and ask CD if you have questions, but as a general rule, dark blue = okay.
A "light-blue" tag indicates someone who is an ally but not a member of the Imperium. Our only responsibility to them is to not shoot them, and allow them to transit through our space. They may or may not have docking and/or market access in Imperium space. They very rarely have PVE access within Imperium space. So do not shoot them, and if you find them doing PVE within Imperium space report it to a diplo.
The practical example to this statement is the Crimson Harvest event and Initiative Alliance. Init is no longer a member of the Imperium. That means they do not have PVE access within GSF sov anymore. They also don't have any of the protections outlined in this thread. If you find an Init guy doing a Crimson Harvest site in NPC Delve, go ahead and hack those cans before he can. First on site claims the site only applies to Imperium members after all. If they complain, tell them to talk to a diplo. Your only responsibility is to not shoot blues.

MARKET & ECONOMIC POLICIES
Outcome: Goods on Goonswarm Federation markets are advantageously priced and in quantities sufficient to provide an advantage to our members compared to that of our opponents. Our opponents do not profit from our economic might.
Specific Guidance:
Do not market to hostiles in our space or close to it. No selling of any product in Delve NPC stations.
Do not relist in 1DQ1-A or in any staging system. Note: "relisting" includes (but is not limited to) volume-purchasing of cheaper sells to get the item you are selling to sell faster. As a pure example, a thought experiment if you will, let's say you were selling 2,000 vigils at 400k. Someone else listed 200 vigils at 300k isk. Clearing the cheaper vigils so that only your vigils are available is still relisting. I don't give a flying fuck off the Grand Canyon if those 200 vigils are sitting in your hangar. You deprived 200 cheap vigils from someone who might use them. Don't do it. We call this the Null and Void clause and it's as easy as 1, 2, 3, 4, 5. And no, I don't care if you are listing a bunch of an item and do a multi-buy to like fit your battleship or something. It's very clear when someone is buying to fit their ship versus buying to clear competition.
Do not remove items from the 1DQ1-A market with the intent to resell them in another market (unless it's a GSF staging/deployment system). Note: you are free to do as you like with things you produced or people sold to your buy orders. The goal here is to prevent shitheads from ripping down things that others produced and are selling cheap on the Delve market and sending them en masse to Jita. This applies to other imperium/ally markets. If you want to stock their markets, get it from Jita, don't rip it from 1dq1 sells.
There are no rules on pricing margins. If you feel the price of goods are too high, import it yourself and undercut.
Penalties:
All of your characters and altcorps will be added to the Goonfucker ACL for at least 90 days. I'm not managing releases from the ACL individually. I'll do a release once a quarter for everyone who has done at least 90 days on the Goonfucker ACL. If the timing of your fuckup is such that you serve close to two quarters, fuck up less. The Goonfucker ACL carries the following penalties:
Charges 100mil for Corporation Offices (10mil is normal)
Charges 10mil for Clones (0 is normal)
Applies a 10% tax to all Industry activities (.25% is normal)
Applies a 11.5% tax to all Market activities (2% is normal)
Applies a 50% tax to all Reprocessing activities (5% is normal)
Charges 500isk per unit of liquid ozone on jump bridges (150 is normal)
If you don't want members of your corporation or alliance to end up on the goonfucker ACL, make sure your membership reads this policy. It's entirely a leadership issue to make sure your people read and follow this policy. The policy applies to both Goonswarm Federation and allied alliances of the Imperium, because, guess what, it's our market.
SHOOTING BLUES
Outcome: Members of Goonswarm Federation are not shooting each other.
Specific Guidance:
Shooting blues is not the answer. If you think it's the answer, think again, really long and hard.
FCs are authorized to order the shooting of blues. You don't have to be in the fleet to get shot. If an FC is found to be justified in blowing your dumbass up for interfering with their operation, you get nothing.
Members of this team are authorized to order the shooting of blues. We plan to judiciously exercise this right for egregious violators of the "don't be a dick" rule.
Penalties:
First penalty is 100mil or 200% the value of the ship destroyed. Whichever is higher.
If you are found to be shooting blues and just paying the penalty, you can find yourself paying a multi-billion isk fine or finding a new home. Don't be a repeat offender.
COMBAT ANOMALIES, EXPLORATION
Outcome: If you ain't first, you're last. Must be present to win.

The first individual on grid owns the site.
If the grid is left unattended for any reason, the next individual on grid owns the site.
Requiring people to join channels to "call" locations is forbidden. Don't harass people about krabbing.
Penalties:
Failure to maintain control of anomalies, escalations or sites results in their loss. No exception.
Stealing a location from someone that had control will result in a penalty of 200% the average value of the site payable to the director of shoot blues that had to deal with your stupidity.
MTUS AND OTHER DEPLOYABLES
Outcome: More salvage, more loot, less PI goods wasted on dead MTUs.
Specific Guidance:
***IT IS ALWAYS RECOMMENDED THAT YOU REACH OUT TO THE OWNER OF AN MTU IF YOU THINK THERE IS AN ISSUE. Communication solves most drama before it starts
1) Combat Anomalies (Havens, etc)
Do not drop an MTU in a site that is being actively run by someone else without their permission. If you do so, they can blow it up.
Once the site despawns (all the rats are dead, the anomaly is gone, and the person running the site has left grid), anyone can drop an MTU.
If the site is completed and abandoned (the pilot running the site has left), even if there are multiple MTU's on grid, you cannot blow any of them up.
If you abandon an active site, and leave an MTU in it, that MTU can be destroyed. Do not leave an MTU in an active site and expect it to live. An active site is defined as any site that still has NPCs present within it.
2) Static Sites (Asteroid Belts, Gate Grids)
Do not drop MTU's in belts, on gates, or public moons.
If your MTU scoops someone else's wreck or loot, you must return it if it was their ship, or they were on grid at the time and ask for it.
3) When can MTU's be killed by a blue?
It is recommended to communicate with the person who owns the MTU to remove it before shooting it. Tell them you will destroy it if it is not removed, and reference this rule.
When dropped on a asteroid belt (this includes mining anoms and ice belts)
When dropped on a public moon grid.
When dropped on a locust moon grid, and the locust FC has not OK'd it.
When dropped on a corp moon grid, and you do not have the permission of either the corporation, or the people mining it.
When dropped in a static mining anomaly or belts. This includes Ice belts.
When dropped on a gate.
When ordered by an FC in a strategic fleet, or by a member of GSOL actively looting something for the alliance.
When an MTU is dropped in a combat anomaly you are actively running, per the rules above.
4) Warp Disruption Bubbles. If the person/corp who dropped the bubble is not on grid to manage it, feel free to destroy it. Bubbling gates is only allowed while there is an active camp tending the bubbles.
Penalties:
Failure to follow this guidance will result in MTU go boom.
MINING
Outcome: Sharing is caring.

Moon mining is regulated by the alliance holding the system’s TCU. Do not mine moons without permission.
Belts are shared, as well as anomalies (this includes gas mining sites). You cannot claim an anomaly for yourself. This is especially true for ice belts. I cannot stress this enough - getting mad about someone else "touching your rock" is going to piss me off. It may piss me off enough that I order your entire mining operation destroyed. Bringing this level of toddler-level childish bullshit to my attention will not end well for you.
It is strongly advised that Rorqual mining only take place within range of an established home defense umbrella. The operators of home defense fleets may have special requirements for Rorqual fitting & save requirements: for those associated with the 1DQ/Delve umbrella, see the wiki.
Note: the mercoxit rule or any other "finish this ore first" rule is not currently in effect.
Penalties:
Slapfights over mining that are easily resolved by reading the above will result in a fine payable to the director of shoot blues that had to deal with your stupidity.
THE RESERVE BANK & ESS
Outcome: If you aren't on the finance team, don't touch either of them. Ever.
Specific Guidance:
Do not touch reserve banks belonging to other Imperium Alliances.
Do not open Delve/Period Basis/Querious reserve banks yourself .
Under no circumstances will you hack an ESS yourself.
Under no circumstances will you hack a main bank yourself. *You'd think this would be covered under the bullet above, but there are especially dumb fucking rocks in this alliance, apparently.
If you have Southwest Reserve Bank Keys, the finance team will purchase them at a fair price. Talk to Kazanir.
Penalties:
Let's just say the finance team will be able to retire some war bonds after they are done taking it out of your hide.
NPSI FLEET PARTICIPATION
Outcome: People participating in NPSI fleets cause a loss of trust between members of the coalition, the alliance, and individual pilots. This corrosion of trust must be avoided.
Specific Guidance:
NPSI (not purple shoot it) are typically pick-up fleets made up of random pilots and are led by neutrals/hostiles that go roaming for kills. These fleets will drop on any targets they can find. Coincidentally, they often end up in Delve. If you are in an NPSI fleet, even if you are on no blue kills yourself, you will be assumed to have been awoxing/blue scouting for the fleet. As a result, your corporation will be responsible for paying for all kills the fleet made in the region. This is likely to have negative consequences for your continued membership in that corporation. So don't do it.
Your neutral alts are not eligible to participate in NPSI fleets. If we tie a character back to you, especially if it's not on services, you are assumed to be a spy and will be dealt with accordingly.
Do not fly with Bomber's Bar
Penalties:
At best you are awoxing. At worst you are a spy. Neither one of these result in you continuing as a member of Goonswarm Federation. Don't do it.
CYNO VIGILS
Outcome: A friend's life is celebrated without whatever fucking brain worms you have fucking it up.
Specific Guidance:
When we lose someone that we considered a friend, it sucks. Cyno vigils are the main way that Eve Online players can commemorate the life of a player that has passed away. If you would like to hold a cyno vigil for someone that has passed, we suggest doing the following to ensure word gets out effectively and that as many people as possible attend and contribute:
Send a PM or otherwise reach out to an alliance director to let them know the situation and when you would like to hold the cyno vigil. In general there should not be any major issues with holding cyno vigils barring any major strategic obligations.
Once the details are sorted, post a thread in The War Room so people can see the date/time/etc.
Coordinate with a director to get the information pinged out when the vigil is starting.
Cyno Vigil Etiquette:
Because sometimes people need a reminder, here are a few things to keep in mind if you are putting on, or participating in, a cyno vigil.
Don't be a dick. Emotions can run high when someone has passed. Keep this in mind. Acting a fool at or around the topic of a cyno vigil can result in an unceremonious :commissar:. We are all human beings, please act like it.
If/when a cyno vigil involves pilots that may show as neutral or hostile, please let them participate if they are saying they would like to.
The reverse situation applies as well - if you are attending a cyno vigil in hostile space be respectful.
Do not ever use a cyno vigil as a cover to attack enemies.
This is not the time to bring up old drama/etc. that may have happened in the past.
Penalties:
Acting a fool at or around the topic of a cyno vigil can result in an unceremonious :commissar:. We are all human beings, please act like it.
PAP WHORING
Outcome: The alliance uses Participation metrics to ensure all corporations are active and functioning, to focus attention and assistance on corporations that need it, and to identify problems across corporations that need correcting at the alliance level. Intentionally obscuring these metrics or one's own activity in the alliance will not be tolerated.
General Guidance:
If you're a genuine newbee and can only fly newbee ships, that's perfectly fine and we even encourage newbees to do so. If you're a veteran player though, you should put all those skillpoints to good use if possible.
Specific Guidance: What is considered pap whoring?
Repeatedly...
Joining fleets with totally unsuitable ships (capsule)
Joining a fleet far away from the pinged location of the fleet without the possibility of flying with the fleet (joining a DO6H-fleet from 1DQ and then staying in 1DQ only to grab the pap)
Joining a fleet with a number of alts that you cannot feasibly multibox (5 Maledictions)
Joining a fleet but staying docked.
Joining a fleet just to grab a pap and then leaving again.
What is not considered pap whoring?
Multiboxing ships in a reasonable manner (sensor booster-drone boats in a gate camp or mining barges in a mining fleet)
Occasionally making a mistake
Needing to leave in the middle of a fleet due to RL aggro
Acquiring a high number of paps by intentionally using legit means (having 1000 legit paps is fine, having 100 fake paps is not)
It's at IA's discretion to make that distinction and also set a reasonable fine. Rest assured though that we'll only go after clear cases of pap whoring and not incriminate our pilots.
BOTTING, RMT, AND EULA VIOLATIONS
Outcome: There is no place for that here.
Specific Guidance:
Let's get one thing straight. Don't really care about being the CCP EULA police. However, what is not acceptable is putting other members of your corporation, alliance, or coalition at risk with your bullshit. So while the alliance is not interested in being CCP FBI in investigating our membership, when presented with clear evidence of you violating the rules, we will be forced to act.
Do not talk about anyone in the Imperium you may have reported to CCP. If CCP finds evidence of it, they will be dealt with. Otherwise we don't want the drama or the hassle involved until CCP renders a verdict. Keep that shit to yourself.
Botting is not allowed. No special effort is expended on the directorate's part to locate botters. Players do not have the tools to determine whether someone is a bot with any reliability, and the work required to investigate bots is prohibitive. However, when a bot proves itself a bot through other rule-breaking, a ban, blacklist, and report to CCP will follow.
Violations of the EULA are not allowed. This extends primarily to you talking about whatever dumb shit hack you are doing. Don't discuss it, don't encourage others to do it.
RMT is not allowed. Like botting, we do not expend any effort in searching for RMT, our tools for spotting it are even more limited than with bots. Unlike botting, RMT is viral. It doesn't just impact the guilty; it impacts everyone who interacts with the guilty. The use of loans or other mechanisms to launder money increases the risk to everyone exponentially. Those caught RMTing will be banned, blacklisted, and reported to CCP
If you have evidence of botting or rmt, gather as much evidence as possible. Video, audio logs, text logs, screenshots. If you don't have evidence and are just upset about someone who has been logged in since downtime, fuck off. This is not a venue for you to whine about someone who has more free time than you. I need proof, or I need your dick trap zipped. One or the other.
Penalties:
If we are presented with enough evidence, we will forward it to CCP. We will also pre-emptively ban and blacklist the individual when we do so. If CCP clears you, then you get back in. Otherwise, bye felicia.
If I'm not presented with enough evidence, and I'm generally subjected to a whine fest by someone upset that someone else is doing better than they are, you go on the special list of Whiny Fucks. Individuals on that list are generally given less attention, credibility, and overall care than anyone else that appears to be a normal and adjusted individual. Don't be the Boy who Cries Wolf. Gather evidence.
Capital/SuperCapital Ship PVE Policy
Outcome: Stop being a fucking idiot.
General guidance: Look, I'm gonna be straight with you. Rest of Eve comes here for their content. If you want to keep your capital or supercapital ship alive in Goonswarm Federation space, you need to be smart.

What is required of Beehive? Beehive has a pretty good record for rescuing any capital or supercapital within supercapital range of 1DQ1-A (https://bit.ly/3M1kkO0). Bottom Line: Do not conduct PVE in a capital ship outside the supercapital umbrella of 1DQ1-A. If you follow the rules in the thread above, you'll profit and keep your ship. Fail to follow the rules and be out a ship.
Specific guidance:
Supercarriers are not allowed to clear anomalies. It's a death sentence. You will be caught and it's never economical. Doing CRAB beacons while beehive is up is one thing, anomaly ratting at any time is an entirely different level of stupid. Don't do it. Use a myrmidon or ishtar. Hello, stupid!!!
Supercarriers can only do PVE when beehive is active. Look, do the math. You are putting a ship worth upwards of 50-60bil isk at risk for a site that's going to pay you a few hundred million. If you want that math to work out in your favor, you need to do everything you can to stack the odds in your favor. Only PVE when beehive is up. Be in comms. Have your recon ready and a checklist of what you will do when dropped.. Hello again, stupid!!!
Do not conduct any PVE in 1DQ1-A. There are enemy eyes in 1DQ1-A at all times. You are watched. You will die. No mining, anomalies, signatures, abyssals, or any other activity you can think of. Don't do it.
Rorqual 2023 Thread. Rorquals should only mine in these systems (Delve or Querious) and should be in the Delve911 jabber channel. Due to the extra time granted by the PANIC module, we may be able to mount a rescue even if you are outside the supercapital umbrella. These policies apply to any member of the Imperium ratting in Goonswarm Federation space.
Penalties:
If you don't follow the rules outlined above, and die... there's no fine. There's no isk penalty to compound your isk deficit (your dumbass is probably too poor to pay it at that point anyway). If you were an idiot who loses a supercapital anom ratting, maybe you find that buying the next one in Super Smart is going to be very difficult for you because you've landed on a list of people too stupid to own a supercapital.
Incursions Policy
Outcome: Don't get in the way of the incursion squad.
General guidance: Join incursion squad! The alliance priority is to maintain the HQ fleet as much as possible. This maximizes the most income for the most number of pilots. The priority is keeping the HQ fleet up, but if you and some friends want to run VGs, you can do so. Be aware that you may be asked to join the HQ fleet if numbers get too low. This is why we want you to join incursion squad... so you know the leadership and know how the SIG operates. If you have a specific reason why you don't want to join the HQ fleet (ie the FC cannot shut the fuck up, specific individuals are disruptive, a lack of no chatter channels) tell Nemahs Aideron so she can make the organization better.
In all Imperium SOV, Incursion sites are nationalized and are to be run by the TCU holding alliance or the official Incursion Squad, which is open to all pilots (GSF + Allies) who meet the requirements.
If the Incursion Squad has no fleet up, you may run sites until such a time as the Incursion Squad starts forming, at which point you should strongly consider joining the HQ fleet and dramatically increase your income.
If you insist on being an do-it-yourselfer you can continue to run VGs within your social group, however, you can be asked to disband if it interferes with what the incursion squad is doing.
Headshots are occasionally called for due to logistical considerations. If a headshot is called for, the Coord group will assist the SIG in removing the incursion as quickly as possible.
At incursions the Incursion Squad is actively managing, The Kundalini Manifest is NOT to be run by anyone without Incursion Squad or Coord approval.
Loot obtained from The Kundalini Manifest will belong to the Incursion Squad, to be distributed via their loot policy, when obtained from an incursion that the SIG was actively managing.
Any spawn not actively being ran by the Incursion squad is free for all.
Penalties: If coord determines you have been ignoring, blowing off, or interfering with the incursion squad we will engage in the favorite pastime of the Imperium, shooting blues. Specifically, your blues. Don't ignore incursion squad. In fact, you should join it so you know who not to ignore!
Pochven Policy
Outcome: Don't mess up the isk fauce for the rest of us.
General guidance: Join Totality Squad! Pochven is a hostile region that is hard to navigate, joining Totality Squad provides you help in traversing this region.
Specific guidance:
Observatory Flashpoints are to be run through Totality Squad. All other anomalies are free for all
Do not shoot NPCs on the Wormholes in Senda
If you find a Dreadnought Systems Diagram, contract them to “Flashpoint Observer Inc.” [OB5RV] for Triglavian LP for the alliance
A General Note About Blues
Goonswarm Federation generally uses a two-tiered approach when it comes to the use of blue standings. Anyone with a "dark blue" tag can generally be assumed to be a member of the Imperium and are authorized to operate in GSF sov. By all means, look up their alliance name, compare it to the list of Imperium members and ask CD if you have questions, but as a general rule, dark blue = okay.
A "light-blue" tag indicates someone who is an ally but not a member of the Imperium. Our only responsibility to them is to not shoot them, and allow them to transit through our space. They may or may not have docking and/or market access in Imperium space. They very rarely have PVE access within Imperium space. So do not shoot them, and if you find them doing PVE within Imperium space report it to a diplo.
The practical example to this statement is the Crimson Harvest event and Initiative Alliance. Init is no longer a member of the Imperium. That means they do not have PVE access within GSF sov anymore. They also don't have any of the protections outlined in this thread. If you find an Init guy doing a Crimson Harvest site in NPC Delve, go ahead and hack those cans before he can. First on site claims the site only applies to Imperium members after all. If they complain, tell them to talk to a diplo. Your only responsibility is to not shoot blues.

Spirit of the Law: Everyone is an adult; act reasonably and responsibly. Also, no cherry-picking. Coming to the attention of the Directorate over PvE drama is likely to get everyone involved shot.
All Imperium pilots can do PvE in all systems where an Imperium alliance holds the TCU. This is called Free For All (FFA). The list of current Imperium members can be found here.
The enforcement of these rules will most heavily fall on the alliance governing the system TCU. Be respectful and comply with any instructions given by that alliance’s leadership. When in doubt, contact your alliance’s diplomats.

Ratting
No Ratting Channels
Ratting channels are optional and voluntary. No one is under any obligation to use them. If you threaten people for not using them, you risk being shot.
First come, first served in anoms
The first ship to an anomaly has the rights as long as they are making a credible attempt at running the site. Ships avoiding combat, such as pods or orbiting interceptors, may not be used to claim an anomaly.
Random NPC spawns are claimed by first to find
This includes, but is not limited to, NPC Officer, Hauler, and Capital spawns.
If you find an officer or other spawn but cannot kill it alone, you must remain on grid to retain rights to it. If you leave the grid to find help, you forfeit all rights should someone else find it before you return.
Non-anomaly sites are claimed on a first come, first served basis
This includes scannable combat sites, Data/Relic Sites, and CCP Event sites.
The first ship to a scannable combat site or other cosmic signature has the rights to run it, as long as they remain there uncloaked. This includes players who sit uncloaked on an acceleration gate to 'claim' a scannable combat site so they can run it with a combat ship or bring a friend to do so.
Do not 'claim' a scannable combat site in this manner for more than 2 hours.
Capital ratting in Delve
Capital ratting in Delve is once again back on the table, however you should ensure you only do this under the Beehive Capital Umbrella, doing it outside of Beehive rules will lead to your untimely demise.

Special Considerations
NPC Sotiyos
NPC Sotiyos are claimed by first group to reinforce them, except in Fountain, where they are nationalised by the TCU holding alliance
The first group to reinforce the structure has the claim as long as they continue the cycle. Should the first reinforce cycle be split among multiple groups, the value of the loot will be split between those groups also present for the structure kill.
If a claim is disputed, screenshots should be provided to the relevant alliance diplomats, who will address the issue as needed. All NPC Sotiyo loot settlements should be a fair and reasonable split.
Rorquals inside the 1DQ1 supercapital jump range
Fittings are regulated, and the correct fittings must be used. See here for appropriate fittings and discussion.
Rorquals are required to have a recon cyno alt on-grid with their ship at all times, at range (170km preferred).
Rorqual pilots are permitted to share recons in a coordinated fashion, but each pilot is still responsible for their own coverage.
You must have mumble installed, and be capable of joining the standing fleet comms. The channel is located at the top of the mumble channel list.

Named Cans
You may not loot cargo containers named after an Imperium pilot. If they are unnamed, you are welcome to them.
Encounter Surveillance Systems
ESS Main Banks should be allowed to pay out automatically. ESS Reserve Banks in Imperium space belong to the alliance owning the system TCU.
Stay out of friendly ESS sites unless you have a reason (like a hostile hacking it) to go in.
Stealing from an Imperium, allied, or treaty-protected Main Bank will result in you being blacklisted.
Stealing from an Imperium, allied, treaty-protected, or home region (Delve, Querious, Period Basis, Fountain) Reserve Bank will result in you being blacklisted.
Incursions
In all Imperium SOV, Incursion sites are nationalized and are to be run by the TCU holding alliance or the official Incursion Squad, which is open to all pilots (GSF + Allies) who meet the requirements.
If the Incursion Squad has no fleet up, you may run sites until such a time as the Incursion Squad forms and starts running sites, at which point you should complete your current site and join up with the Incursion Squad or dock up.
Headshots are occasionally called for due to logistical considerations. If a headshot is called for, the coord group will assist the Squad in removing the incursion as quickly as possible.
Loot obtained from The Kundalini Manifest will belong to the Incursion Squad, to be distributed via their loot policy, when obtained from an Incursion that the Squad was actively managing.
Stain
StainRus consider Stain as their home region, even though it is an NPC Region. The Imperium has agreed to not drop structures in Stain, and anyone running PvE in Stain is likely to be shot by StainRus. Casual PvP is not limited.
Data/relic sites
You have to complete or fail all the containers in a data or relic site in order for the site to respawn. You can fail a container easily by starting to hack the container and then interrupting the hack twice. These sites are FFA in all Imperium Space. This rule is a guideline to ensure exploration sites respawn properly and is in everybody's own best interest. Do refrain from reporting your fellow pilots for failing to follow this rule as very likely no action will be taken. Try and educate them on the reasons in an amicable way instead.
Etiquette
There are also a number of matters of etiquette. These are not strictly required by the rules, but help to prevent friction and drama between pilots.
Mobile Tractor Units are a convenient way to loot wrecks and to gather them for salvage. However, players using MTUs should be aware that they are indiscriminate in their operation, and therefore, can function in ways that violate looting rules. If used in a belt or mining anomaly, or left unattended in a ratting anomaly that hasn't been completed they will tractor in cans of other players, which is not OK. You are required to ensure that your MTU is not being used to break any other rules. Example: an unattended MTU in an asteroid belt that is interfering with a mining operation by pulling the ore jetcan can be shot.

Spirit of the Law: Everyone is an adult; act reasonably and responsibly. Also, no cherry-picking. Coming to the attention of the Directorate over PvE drama is likely to get everyone involved shot.
All Imperium pilots can do PvE in all systems where an Imperium alliance holds the TCU. This is called Free For All (FFA). The list of current Imperium members can be found here.
The enforcement of these rules will most heavily fall on the alliance governing the system TCU. Be respectful and comply with any instructions given by that alliance’s leadership. When in doubt, contact your alliance’s diplomats.

Ratting
No Ratting Channels
Ratting channels are optional and voluntary. No one is under any obligation to use them. If you threaten people for not using them, you risk being shot.
First come, first served in anoms
The first ship to an anomaly has the rights as long as they are making a credible attempt at running the site. Ships avoiding combat, such as pods or orbiting interceptors, may not be used to claim an anomaly.
Random NPC spawns are claimed by first to find
This includes, but is not limited to, NPC Officer, Hauler, and Capital spawns.
If you find an officer or other spawn but cannot kill it alone, you must remain on grid to retain rights to it. If you leave the grid to find help, you forfeit all rights should someone else find it before you return.
Non-anomaly sites are claimed on a first come, first served basis
This includes scannable combat sites, Data/Relic Sites, and CCP Event sites.
The first ship to a scannable combat site or other cosmic signature has the rights to run it, as long as they remain there uncloaked. This includes players who sit uncloaked on an acceleration gate to 'claim' a scannable combat site so they can run it with a combat ship or bring a friend to do so.
Do not 'claim' a scannable combat site in this manner for more than 2 hours.
Capital ratting in Delve
Capital ratting in Delve is once again back on the table, however you should ensure you only do this under the Beehive Capital Umbrella, doing it outside of Beehive rules will lead to your untimely demise.
Salvaging
Combat Anomalies (Havens, etc)
Do not drop an MTU in a site that is being actively run by someone else without their permission. If you do so, they can blow it up.
Once the site despawns (all the rats are dead, the anomaly is gone, and the person running the site has left grid), anyone can drop an MTU.
Even if there are multiple MTU's on grid, you cannot blow any of them up.
Static Sites (Asteroid Belts, Gate Grids)
Do not drop MTU's in belts, on gates, or public moons.
If your MTU scoops someone else's wreck or loot, you must return it if it was their ship, or they were on grid at the time and ask for it.
When can MTU's be killed by a blue?
It is recommended to communicate with the person who owns the MTU to remove it before shooting it. Tell them you will destroy it if it is not removed, and reference this rule.
When dropped on a asteroid belt (this includes mining anoms and ice belts)
When dropped on a public moon grid.
When dropped on a locust moon grid, and the locust FC has not OK'd it.
When dropped on a corp moon grid, and you do not have the permission of either the corporation, or the people mining it.
When dropped in a static mining anomaly or belts. This includes Ice belts.
When dropped on a gate.
When ordered by an FC in a strategic fleet, or by a member of GSOL actively looting something for the alliance.
When an MTU is dropped in a combat anomaly you are actively running, per the rules above.
Mining
Moon mining is regulated by the alliance holding the system’s TCU. Do not mine moons without permission.
Belts are shared, as well as anomalies. You cannot claim an anomaly for yourself. This is especially true for ice belts.
It is strongly advised that Rorqual mining only take place within range of an established home defense umbrella. The operators of home defense fleets may have special requirements for Rorqual fitting & save requirements: for those associated with the 1DQ/Delve umbrella, see below under "Special Considerations".
Special Considerations
NPC Sotiyos
NPC Sotiyos are claimed by first group to reinforce them, except in Fountain, where they are nationalised by the TCU holding alliance
The first group to reinforce the structure has the claim as long as they continue the cycle. Should the first reinforce cycle be split among multiple groups, the value of the loot will be split between those groups also present for the structure kill.
If a claim is disputed, screenshots should be provided to the relevant alliance diplomats, who will address the issue as needed. All NPC Sotiyo loot settlements should be a fair and reasonable split.
Rorquals inside the 1DQ1 supercapital jump range
Fittings are regulated, and the correct fittings must be used. See here for appropriate fittings and discussion.
Rorquals are required to have a recon cyno alt on-grid with their ship at all times, at range (170km preferred).
Rorqual pilots are permitted to share recons in a coordinated fashion, but each pilot is still responsible for their own coverage.
You must have mumble installed, and be capable of joining the standing fleet comms. The channel is located at the top of the mumble channel list.
